Northeastern Pennsylvania – Rep. Rob Bresnahan, a Republican holding one of the nation’s most contested congressional seats, introduced the “Democrats for Rob Coalition” last month to attract crossover voters in Pennsylvania’s 8th District. The effort targeted Democrats in the area, positioning Bresnahan as attuned to local priorities. Yet scrutiny has emerged over the political histories of the two local officials tapped to lead the group.

Launch Highlights Bipartisan Appeal Claims

Bresnahan’s campaign unveiled the coalition in April, naming former Nanticoke Mayor Joseph Dougherty and Jessup Borough Councilman Jeff Castellani as chairs. The announcement framed the move as evidence of Bresnahan’s broad support among Northeastern Pennsylvania Democrats who grasp regional concerns. Campaign manager Peter Brath contrasted this with Bresnahan’s Democratic opponent, Scranton Mayor Paige Cognetti, accusing her of aligning with distant Washington elites and progressive interests.

The district’s competitiveness underscores the strategy’s potential stakes. Pennsylvania’s 8th has long swung between parties, making every endorsement a focal point in election cycles.

Dougherty’s Longstanding GOP Leanings

Joseph Dougherty served as Nanticoke’s mayor after winning on the Democratic line in 2010. By 2016, however, he publicly backed Donald Trump, telling Time magazine that year, “We didn’t leave the Democratic Party. The Democratic Party left us.” His support for Republicans continued, including an endorsement of Tarah Toohil, a GOP state representative turned Luzerne County judge, as early as 2021.

Dougherty returned to Nanticoke City Council in 2023, again via the Democratic ballot line. Such party-line victories do not always reflect strict ideological alignment, particularly in local races where crossovers occur.

Castellani’s Party Switches and Vocal Support

Jeff Castellani’s record shows even clearer Republican ties. He placed third in Jessup’s 2023 Democratic primary for council but secured a seat in the general election on the Republican line. Pennsylvania election officials confirmed that write-in votes can place candidates on any party’s ballot, irrespective of their voter registration.

Castellani’s social media activity reinforces his preferences. In March 2025, he called Trump “the greatest president ever” while sharing a Newsmax piece on public safety. Earlier posts promoted GOP candidates challenging Rep. Alexandria Ocasio-Cortez and Bresnahan’s own 2024 bid. He criticized the Biden administration as the “worst in history” and rejected Kamala Harris in 2024, dating back to anti-Democrat memes from 2019 proclaiming “No collusion. No obstruction.”

Despite this, a Bresnahan ad labeled Castellani a “Democrat Jessup borough Councilman,” quoting him on a prior incumbent’s finances.

Context in a High-Stakes Race

Bresnahan, who took office in January 2025, represents a district where voter shifts can decide outcomes. His profile includes extensive stock trading activity – over 600 transactions totaling more than $8 million in volume – drawing separate attention amid congressional ethics discussions.

Neither Bresnahan’s campaign nor the chairs responded to inquiries on the coalition leaders’ backgrounds. The episode highlights the fluid party dynamics in blue-collar Pennsylvania communities, where personal priorities often eclipse national labels.
